Syntax: TO_CHAR(<expression> [,[FORMAT] [,NLS_PARAM]] )

SQL>

SQL> SELECT

  2     LENGTHB(NCHR(216))  national,

  3     LENGTHB(TO_CHAR(NCHR(216))) converted

  4  FROM dual;



  NATIONAL  CONVERTED
