RootServletService
public interface RootServletService extends Service(Code)
	This service is the root-level ServletService, for use each agent's LeafServletServiceComponent to advertise the org.cougaar.core.service.ServletService . The API is identical, but kept separate to allow early-loading components to find the correct intra-agent ServletService.
